This session will focus on the evaluation of programs to stimulate energy efficiency in industry. The wide range of companies that fall under industry are reflected by the different policy instruments that try to improve energy efficiency in this sector.
First, Mirjam Harmelink will discuss the potential impact of an energy performance assessment in Dutch industry. This new instrument is designed to improve corporate compliance with energy savings obligations. A boardroom model was used to test potential effectiveness in nine pilots. This model identifies five driving forces that influence decisions on energy-efficiency investments: knowledge, financial situation, image and market position, commitment and policy pressure. The evaluation assesses whether the pilots are able to positively affect all driving forces.
Erwin Cornelis studied the best way to evaluate voluntary agreements for industrial energy efficiency. Can we find a conceptual framework that can be used? What success factors are most suitable as evaluation criteria? Erwin Cornelis found five studies that used a comprehensive theoretical framework. Based on these results, a comprehensive framework was designed: the Actor-Interaction method. This method results in an structured list of evaluation questions that can be used for future evaluations of these instruments.
Lastly, Anke Brems discusses experiences with energy audits in large enterprises, as obliged in article 8 of the EED. The energy audit obligation should have been implemented in all member states, but the way of implementation varies, making it hard for multinational companies to comply. The authors developed a database to support multinational companies in their compliance strategy. This database keeps track of relevant legislation and evaluates the different implementation aspects in all member states. This paper shows some insights in this database and makes recommendations towards improving the energy audit obligation for large enterprises.
